The Alcohol and Gaming Commission of Ontario (AGCO) has levied a $120,000 fine against online casino operator Betty Gaming due to deficiencies in age verification controls. The penalty stems from an incident where 23 underage individuals successfully registered accounts on the Betty.ca platform.
The regulator received notification in November 2025 that the operator had identified a flaw in its age-restriction systems. Analysis showed that nine users under the age of 19 were able to deposit funds and gamble, while 14 additional underage users created accounts but did not deposit money.
Compliance Requirements and Appeals
Ontario gaming regulations require operators to verify player eligibility and maintain effective barriers against underage access. Dr. Karin Schnarr, CEO and Registrar of the AGCO, highlighted the necessity of these protocols.
"The legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market," Schnarr said. "Young people must not be able to create accounts, deposit money, or gamble online."
Betty Gaming may appeal the Registrar’s decision within 15 days to the Licence Appeal Tribunal (LAT), an independent adjudicative body. This enforcement action follows a similar recent ruling. Last month, the AGCO ordered Great Canadian Entertainment to pay a $170,000 penalty after a compliance audit of Pickering Casino Resort revealed failures in identifying high-risk patrons and reporting potential money laundering indicators.
